Protecting Canada from the "buy American" mentality won’t be easy. But if Stephen Harper needed leverage in his meeting next week with President Barack Obama, it won’t get much better than this. Just as Congress considers trade barriers in the public procurement process, the Ottawa Citizen reveals that U.S. firms are actually getting more business from the Canadian government—to the point that nearly one out of 10 dollars Public Works awards in contracts goes south of the border. The big winners, not surprisingly, are defence contractors like the U.S. Army and Lockheed Martin.
