But this year, Victoria has taken the crown, thanks to its clean air, low unemployment, affordable tax rates, and the ease with which you can get around the city. The B.C. capital could use some cheaper housing options, but who wouldn’t pay a little extra to live in a city where the thermometer drops below freezing a mere 53 days a year? Ottawa drops to second on this year’s list, with Kingston rounding out the top three.
