Shift military defence spending from air force to navy

While campaigning in Esquimalt, B.C., on April 8, NDP leader Jack Layton promised to keep defence spending levels consistent with those outlined in the 2011 federal budget. Layton would also table a Defence White Paper in Parliament that would "refocus" the Canadian Forces and shift defence spending away from F-35 joint strike fighter jets to building joint supply ships.
