Seriously not my game. I’ve only done a tiny handful of access stories in my career. Elizabeth Thompson, on the other hand, has done many many, and if this CAIRS thing is going to be occupying our attention for a while, you might as well get briefed up. Liz has the info here. Fun fact: the CAIRS database, which the Harper government likes to excoriate, was set up under the Mulroney government; and complaints to the access commissioner are up 60% lately.
