Indian Prime Minister Manmohan Singh says those responsible for the terrorist attacks in Mumbai are based "outside the country" -- a transparent euphemism for Pakistan, and likely its  Directorate for Interservices Intelligence spy agency. The Council on Foreign Relations provides some context.
